How to Avoid Hitting Underground Utilities During Excavation in Florida

Utility strikes during excavation create emergency shutdowns, property damage, worker injury risk, and potential liability. In Florida, the combination of dense utility corridors, high water tables, and older private-side infrastructure that was never well documented makes buried utility awareness especially important. Here is how to approach excavation safely.

Step 1: Call 811 — But Understand What It Covers

Florida law requires notification to 811 before any excavation. The 811 system contacts the public utility companies serving the property, and they mark their lines. But 811 only marks public utility lines from the main to the delivery point — typically the meter or the service entrance at the property line.

Everything beyond that point is private property and is not covered: parking lot electrical feeders, building distribution runs, private water service lines between the meter and the building, irrigation systems, private storm drains, site lighting circuits, and any utility run that was installed after original documentation. In many cases, private-side utilities make up a significant portion of what's actually in the ground.

Step 2: Call for Private Utility Locating

Private utility locating uses electromagnetic (EM) equipment to trace active and conductive utilities on the private side of the property. This covers electrical feeders, metallic water lines, metallic gas lines, and telecom conduit that the 811 system does not mark. For utility corridors where the routing is uncertain or non-metallic pipe may be present, GPR can supplement EM locating.

Treat private utility locating as a required step before excavation on any developed property — not an optional extra.

Step 3: Hand Dig Within the Tolerance Zone

Florida's 811 law requires hand digging within 24 inches of a marked utility. The same principle applies to private utility markings. Mechanical excavation can proceed outside the tolerance zone; within 24 inches of a marked line, use hand digging to expose the utility and confirm its exact position before machinery moves in.

Step 4: Understand Florida-Specific Conditions

  • Sandy soils — easier to hand dig, but also easier for utilities to shift slightly from their original installed position over time
  • High water table — utility trenches may have had water intrusion that shifted installed lines, especially on older properties
  • Older properties — documentation of utilities installed before modern standards is often incomplete or inaccurate. Assume there is more in the ground than the drawings show.
  • Post-construction additions — parking lot lighting, irrigation, and communications added after original construction often have minimal documentation

Step 5: Know What to Do If You Hit a Utility

  • Stop work immediately
  • Keep personnel away from the strike area
  • Call the utility company and 911 if there is an immediate safety hazard (energized electrical, gas leak)
  • Do not attempt to repair an energized electrical strike without the utility company present
  • Document the incident for your insurance and the project record
